Speed Problems

A while back, I started having some problems with game speed in Unreal Tournament GOTY Edition. Anytime I'd play a game, the speed would be incredibly fast, as though I had changed the speed settings of the game to 200%, or something. I hadn't touched the controls, and even turning them to the lowest possible speed didn't return things to normal.

I uninstalled the game, reinstalled, but nothing had changed. The game, while on normal Hardcore settings (or Classic or Turbo, for that matter), runs way too fast. Is there any particular reason this happens?

I figured I'd give this one bump before giving up.

The only possible hint I've found to what the problem may be is the fact that Quake III also runs fast. Could the problem be related to my video card? It's an S3 Graphics Twister, and I'm running Windows XP.

Is this on a laptop or a desktop computer?
