This Thread is only for ideas concerning Budokai 2 (if it's still possible to change something) and future Budokai games. I already checked if this Thread exists, but there isn't one.

I'll start.

Most of my ideas aren't new. They are mostly from "Dragon Ball Z Super Butouden 1-3" for the SNES, "Dragon Ball Z Legend" and "Dragon Ball GT Final Bout", both available for the PSX.
These are the things I'd like to see.
- Power Wave struggles and counters.
- Special Moves (Street Fighter Style).
- Faster movements like Dash.
- Long, really long, reeeaaaallly long energy bars.
- Total free 360 Degree movement on ground and in the air.
- And..and...can't think of anything else right now.
Power Wave struggles and Counters
When your opponent throws a huge Power Wave at you, you should be able to:
a.) Counter with you own power wave, and who hits the power Button faster, blows his opponent into oblivion.
b.) Being able to block the power wave, and deflect it.
c.) Being able to block the power wave, and throw it back.
d.) Scream it out.
e.) Dodging it.
f.) Absorb Power Wave and raise Health bar. Only for Cyborg #19 and #20
g.) Build an Energy Shield around you. Only for Cyborg #17 and #18
Here is an example how a scene could look, involving the Power Wave counters.
"Goku shoots a Kame Hame Ha at Vegeta. Vegeta Blocks the power wave, and throws it back. Goku sees his power wave coming back, and dodges to the left. Fight continues." (Makes damn fun on the SNES)
Special Moves (Street Fighter Style)
Just one or two (maybe more) little special moves for each character. Piccolo as an example should have his Snake Arm and Eye beam attack.
Snake Arm Attack: backward, half circle, forward + Punch = grabbing your opponent from far away, pulling him to you, kick him away again
Eye Beam: backward, forward + Energy attack = well...burn a hole into you opponent.
All that were just as examples, and I don't want you to get rid of the combos, just add a few special moves.
Faster movements like Dash
If you've ever played Dragon Ball z on the SNES (if not, then you should to it sometime), you would known those dash buttons. By pressing the shoulder Buttons L and R, you could instantly move reaaallly fast forward and backward.
Those buttons really helped to get fast away from your opponent, which is in Dragon Ball Z very important like you should know. If you don't manage to get away (which was in Budokai 1 almost impossible) you really get your butt whooped (sp?).
Sometimes you just have to get far away to:
a.) Calm down.
b.) Restore your KI.
c.) Think about a better tactic.
Long, really long, reeeaaaallly long energy bars
Well...that's all..HUGE Energy bars. The fights in Budokai just didn't last long enough.
Total free 360 Degree movement on ground and in the air
Well, I lack the necessary English Skills to explain that. Just play Zone of the Enders 1 and 2 in "VS mode". This is the perfect engine for a Dragon Ball fighting game in my opinion.

Dash and Fly
I checked your Controller Configuration in Budokai 1, and there are 2 shoulder buttons unused. You should include the buttons uhm...well...Dash & Fly.
While pressing and holding the Dash Button: You should be able to move at high speed: Backward, Forward, Left & Right. (Luckily DBZ is nowadays in 3D :D) ~Dash Button should be able to be used on Ground AND in the Air~
While pressing and holding the Fly Button: You should be able to move at high speed up in the Air, and back to the ground again. (That's the way they handled it in Dragon Ball GT Final Bout for the psx, well....without the high speed)
Ripped clothes and Bruises
You know how Goku looked like when he transformed into a Super Saiyan in the Freezer saga? That's how a character should look at the end of a fight, if he's hit by too many super attacks, like Kame Hame Ha, Big bang attack etc.
If you weren't hit by any super attacks, you should have just a few bruises in your face at the end of a fight, and the clothes are just a little bit ripped, not worth mentioning sorta ripped.

Short movie sequences when Transforming
These movie sequences I have in mind, are a one time thing.
Imagine this: You are playing Vegeta, your KI Bar is full, and you transform into your Ultimate Form....The Ultra Saiyan. And this transformation should be shown in a little sequence, showing the character pumping up and add muscles, breathing hard, energy flowing all around him, the earth around him shaking, and with one final scream.....you are a Ultra Saiyan.
This should be only shown once, after that, no matter how often you change into an Ultra Saiyan during a fight, no sequence.

Build up Mode
This is a mode, that was already included into Dragon Ball Z: Ultimate Battle 22 and Dragon Ball GT Final Bout.
In this mode you could Train your character to get stronger, more durable and raise your Energy Bar real HUGE. You could make your character so strong, that you could defeat weak opponents with only one punch.
And exactly this mode, I'd wish you, to include it into Budokai 2 if possible. And there should then be a VS Mode, just for Build up characters. Because in normal versus battles, those good trained characters, would annihilate everyone with one punch.
I'll copy & paste something, because I'm sure my explanation sucks.
Build Up Mode is straightforward. You must work you way though several Blocks
of fighters, battling to score points. As you build up points you level up and
become more powerful. Defeat everyone in the block and a Boss appears. Defeat
them and you can move onto the next block.
When you start you'll see you health bar is far less than those you fight. The
idea is not to rush onwards defeating each character and going though the
blocks as fast as you can. You must fight and refit early opponents to gain
points to level up with and get your energy bar longer and your attacks and
defence more powerful. You get points for a loss, more points for a win and
more especially if you can beat someone at a higher level.
The more you use a technique the better it will get. Its tempting to build up
only a few moves to quickly become super strong in a couple of areas, BUT in
the later blocks the AI will pick up on you weak points and not allow you
exploit your strongest moves. If you find that has happened, go back to some
earlier blocks and start building up those neglected moves. You can then pit
your Built Up characters against a friend and see how creating a fighter that
suits your own style works or doesn't!
In this Build Up Mode, which I'm sure you could spice up a little, you could have those Ultimate Battles you've ever dreamed of against a friend. A fight with two good trained characters could last half an hour, if made right.
You could even make Tournaments, hundreds of little geeks (me included :D) standing ready with their Memory Cards at PS2 boothes, fighting for the title of the Grand Champion.
If you are thinking about to maybe include it in future games, then please be sure of, that you can make your character faster, stronger, and more durable. So that untrained characters don't stand a chance against you. Only other, hard Build Up, characters can harm you.

Power Waves
Maybe a few others have mentioned it already, but I say it better again, just in case.
You should be able to do Power Wave attacks like the Kame Hame Ha, Final Flash and the Makankosappo (That's Piccolos Special Beam Cannon) from wherever you are standing, without to engage in hand to hand combat first, and having to make a combo attack.
On the SNES my friend and I always let each other the time to power up, and delivered each other one huge power wave after another, to see who's the better one in counter and struggle attacks.

Strength Test
This Test of Strength (do you say strength test?) was already included in Dragon Ball Z Super Butouden 3 for the SNES.
When the two fighters hit each other at the same time, they grabed there hands and...and.. (I hate it to be german) Well...uhm...Wah!! Just look at the pictures please.

Besides the Burst Zone, which I love, you should also include this Strength Test into the game. Everytime when you punch each other or dash into each other the same time, you grab each other by the hand, and find out who the stronger one is by pressing the punch button as fast as you can.

More Options In versus Mode
Besides picking your Level you want to fight in, you should also have options for:
- Which Background Musik you want
- With how much Energy you want to fight
- With how much KI you want to begin
- And turning your Status Display/Energy Bars ON and OFF (makes more fun when you don't know if the next punch could be your doom, or if you could still survive a power wave)
All this was already available in DBZ Super Butouden 1-3 for the SNES.

Using old Soundtracks
Oh please almighty Lords at..uhm...Atari. Please download the DBZ Super Butouden 1 SNES (2 and 3 had crap musik) rom, and listen to some of the Background Tracks. They are really good, and give you that Dragon Ball fealing (at least for me). You could just use them again, and change them maybe a little bit.
They are good enough that I sometimes listen to them on my pc. Especially Vegeta's Level Soundtrack.
