No diplomatic contact?

I downloaded the code patch & started a new game. I'm on turn 84, have come across worlds owned by two other races, have fught one of them yet my foreign office screen is blank. Am I missing somethng here?? Thanks.

You have to have colonies within two jumps of them to have contact.
