This has probably been brought up before, so just ignore or close this if it has.
I'm going through enemy territory with a nice size fleet, intent on wiping out the entire species, when I come upon a system my enemy shares with a species I haven't met yet.
I go to bombard a planet, only to find out it has selected a planet of the species I have no quarrel with. Why does it select that planet? Seems to me that the planets of a proclaimed enemy would be primarily selected, but even that's not the case. So to just take this out of the hands of the computer all together, why can't we decide what planet in a system we want to attack?

you can decide. when in the combat scheduler, if you choose to attack a planet, a button at the bottom of the screen will activate (you can't click on it unless you choose to attack a planet). it says 'system view'. click that, it will take you to the system view and you can select which planet you want to attack. watch out, though - when you exit from there and go back to the combat scheduler, you can't change your mind. (button goes back to being grayed out again)
as for why the AI chose a different planet to attack, probably it was less defended than the one you're at war with. you haven't met that species, so you have no relations with them either way yet, so it has no reason not to attack them... (remember, the default "no treaty" state with another empire is to fight. at "war" until proven peaceable... ;) )

In order to rethink your decision on which planet to attack, select the attack planet radio button again and the select planet tab will become active and you can examine the planets in the system and change your mind if you want. No sweat.

Every time you encounter an empire that you do not have a non-aggression treaty with, you will be offered the option to attack. As you had never encountered this empire before, you clearly do not have a non-aggression treaty. This happens in the early game with your scouts too.
When one of your fleets encounters more than one ‘enemy’ empire at the same time, some “lottery balls” are rolled and one combat gets scheduled before the other. It sounds like in this case the combat with the new empire got scheduled first. The next combat in the list probably said something about waiting for the outcome of other combats.
The combar scheduler does say who are the parties in the encounter, though it takes me at least until turn 200 to remember the difference between "xdhgfgg" and "xdygjlk"

Yeah.. guess I just figured that a proclaimed enemy would be a more important target than a tentative enemy.
In truth.. I'd just like to know how the hell I haven't seen that button to select a planet...
