Bombardment of ground forces?

Hi everyone-

When I'm bombarding an enemy planet I never, ever, manage to kill ANY enemy ground troops. I regularly destroy 100% of population and buildings without even 1% of the troops getting hit. Am I doing something wrong? Some special weapon type needed? I'm still playing pre-patch, BTW, I don't know if this is a bug that's been fixed.

That's a half fixed bug...with the patch you can actually hit the troops, but they don't die, so next turn they are all back again.

This could probably be adjusted somewhere in the spreadsheets. Troops need their collateral damage size increased or something.
