I've done a search and read three or four thread regarding exchanging of items.

After all of that, the only conclusions that people have come up with have been near speculation.

Is there any way to get hard facts, percentages, what sways, what doesn't, when it comes to trying to get techs from other races?

I've never had a tech exchange go through unless they've initiated it.

Hold on.. Maybe I should look through the manual.. Hahaha..

I have been able to trade tech to the extent that my Matrix was "full," despite using no Scientific Spies and playing with Immitative Creativity. Early game, I've even been able to trade relatively worthless techs for enemy planets; in one instance that seemed particularly exploitive, I traded a Nommo empire three techs in exchange for three of their four planets, within the first 25 turns...

If trading doesn't work, try upgrading your trade agreements and maybe even your level of alliance to generate some improved relations and CB. Once those get high enough, just keep offering. Personally, I always offer three techs at a time, even if I'm only standing to get one in return. I just make sure the ones I offer are either useless to the other empire or nearly so, the computer doesn't really know that the Subspace Motion Analyzer can't even be built right now!
