I'm not sure what you mean...
1)In GTA3 I do not believe you can upgrade any cars...

2) What do you mean by upgrading, in Apex you can Upgrade the car in sets...(3 I believe there are per car), but if you mean part by part then your answer is No.

read it as gta3 not gt3... I have never played gt3 so I dont know about that... just read the 2) part...
