IP Changers?

hello, i have this problem which i can't get rid of.
i'm an admin on a UT CTF Facing Worlds server, and we are having a lot of trouble with one player piston camping. we tried to ban him, but every time he gets back. the guy has some form of hack with which he can change his ip into any ip that he prefers. we have already seen him play as a german, a dutch, a lumembourg person, and a lot of other countries.

has anyone ever witnessed this kind of behaviour?

The first 2 of his ip dont change do they?? if they dont then ban the whole string like say his ip is 100.100.1.1 ban 100.100.*.*

Apply a blanket ban and cross your fingers hoping that no respectful players are in that IP range.

I have been an admin a long time and have yet to run across this. I did not think this could be done, But you have proved it can..I have no idea how to stop that type of action

It sounds like to me he is using an Anonymizer. I think it allows you to change your IP address and it makes it appear you are from another country. It allows you to do this from a simple drop down list on the menu bar.

yeah but shouldn't the ping be really bad then? since you're relaying your connection through different servers....
his ping is steady on 70 ms, no matter what ip.

Maybe this guy is on a network. I often switched between machines in an internet club to avoid bans on iRC.

yeah but a network will still have the same ip. it will never change into at leat 4 country ip's
