Query: "Project status: Sabotaged"

Currently waiting on a new level of shield tech. The tech is being researched, but the display box says:

"Project status: Sabotaged"

Presumably the outcome of an opponent's scientific spies. The result is that I'm "1 turn from completion", and have been for ~10 turns.

My question: Is this a reversible state? Will the tech ever become available? Or is sabotage permanent?

If it is reversible: Does additional research money in the tech's school (in this case, Energy) expedite the process, or not?

Eventually, the tech will complete.

Money will do nothing to expidite the situation - the money you spend on research only pays for getting the Tech Levels, the individual projects don't require (or accept) any sort of funding. As such, there is nothing you can do to speed up or slow them down
