How in the hell do you get 10,000 colonists within the ~20 months they give you? I lower the tax rate to nil and the morale is "Super" the whole time with no complaints but the best I can do is about 7,500.

Have you researched great buildings and have you installed the 1.06 patch ?

I haven't researched but a few buildings. Playing the Solarian campaign on hard and it's at the beginning of the game. All I've had time to do is research Quad Laser, Hyperdrive MK I, and build two Destroyers and three tanks to take on the Pirates.
*sigh* So what would I need to get the population to rise fast enough?

Have you tried to provide them two times the required housing and food (EDIT: and hospitals, as well)?

I didn't know that made a difference. I got the mission later in the game and I built all kinds of luxuries like a bar, parks, recreation facilities, etc. and it didn't seem to have an effect. I guess I'm a bit clueless as to what effects population and how. I thought as long as you had enough food/housing to meet the population needs more was pointless?

Maybe I should find my manual. We've moved twice since I bought the game I hope I still have it. Hopefully it's one of the ~150 manuals I have in this box. *sigh* this could take a while
How fast the population will grow depends on the planet rating. There are two numbers on the planet icon, expressed as %. The upper one is the productivity rating, the lower one is the pop growth rating. To finish the quest for pop growth at the beginning of the campaign, you have to chose the pop growth high planet - at least 125%, or more. You can check out planet rating before colonizing it by installing a satelite in its orbit, it will give the rating info. Good luck!

and if you can't find a good rating planet you can also terraforming. The terraformed planet's rating will be 150%.
Terraforming will improve living conditions for 50%, and I think you can even teraform the same planet twice or more. But if you don't find suitable planet, it is best to restart the game.
