Have you try to change the display (CRT or TFT) frequency value. My one is set to 100 Hz, so I get 100 FPS very stable.
Hope this can help u.
PD: I mean the frequency value from windows, not from unrealtournament.ini

oh i see, im going to check that out thanks alot for that info m8
i belive my crt frequency is set to 60mhz ..but isnt it dangerous change it to 100? ty again

It is not dangerous.
If your display support this rate you will see everything better (windows include), if it does not support this rate you wil not see anything, and after 15 seconds windows will revert to last good config.

"<--- your monitors refresh rate"
take these lines out
really it should run okay
If anything id blame nvidia drivers
As I remember they started to suck for ut after the 44.xx series

That might be a slight part of the problem. UT has more gamplay value than eye candy. You're too worried about the graphics... when all you want to do is play the game. Sounds a bit odd when you see it in that perspective, doesn't it? :p

indeed m8, im not worries about the image quality ..u didnt got my point...the thing is that i cant plat well becose the low graphics im talking about is like an photo slide show..and that makes it harder becose ure eyes get very anoying and u cant play well...gratys

I get the same problem with slow frames, video and audio quality are fine, but I move as if in bullet time(max payne). Very annoying. My system is not quite as advanced as yours anger, but both of us should fly through UT GOTY as we far exceed the requirements of the game.
Could it be that UT GOTY does not like WinXP?, maybe if you and I tried useing WinXP's emulation feature to make the game think we are running it in Win98, it would work better? I used to fly on my old system:
PII450Mhz
512MB RAM
Geforce3 Ti200 64MB
55MB over three drives
Don't recall the drivers used as that was last december.
Win98
But my system now does not run UT GOTY in anything but slo mo, I have no trouble flying in UT2003 or UT2004, or Painkiller for that matter, so am confused as to why I am so poky in UT GOTY.
Current system:
P4 2.4Ghz 533Mhz
640MB DDR RAM
GeForce3 Ti200 64MB (forceware 61.76) w/artic coolings cooler (similar in appearence to the 6800's cooler)
240GB over three HD
WinXP Home

Defetenaly dude, i dunno what is your vga all tough perhpas my vga is too modern for GOTy and even though force ware drivers suck. i had an ati 9200 and i didnt had nay problems..and i play ut 2004 with 5700 perfactly with d3d in big ons maps goty is bit old so graphic cards shuld be old or some just have incompatibility problems or its just us the problem. anyway im building an old machine i have just missing the 32 mb vga cose mb doesnt has agp :(\) regrats

I had the same problem, and it stumped me for a long time, until I found out what it was....
It was my mouse driver!!!
It's worth looking into...

I noticed some from the ol days thou if ever did change to a resulotion under 640x480 in directx the Game would thereafter forever run slower on all resulution from 640x and above so Dont change Bug?and this is maybe still there?! But You can try My Tweak from those days Constanly change the videosetting with small steps And you should start with a resoulution where the game runs( and start the same map all over again for hours 4? minimum, somewhere on the line the game will gain momentum and run more smootly then change settings higher_>small lag run it until it dont lag->even higher settings _after hours and I wont tell you it ridicoulus I started with 512 software and was able to run it in 756x with was unthinkable in directx but that didnt make me happier when i lagged then again online so i bought computer
