Need help with We Gotta Power (Above 3 !'s)

I have the silver, gold, and black cards... and i've gambled over 40 times... I still recieve no We Gotta Power(any !) or anything good for that matter, is there some sort of thing i need to do to unlock the cards?

you mean WE GOTTA POWER! (Support Capsule) which adds 10% to ur skill points after fighting someone? I got that by using Goten in Dragon Arena at Level 8;someone broke in but I forget who.
