Goku & Vegeta go SS4 because they're exposed to a lot of blutz waves, which is what makes into the giant ape, but they're exposed to so much that something else happens, & Broly wasn't the first SS, the first SS destroyed the original planet Vegeta, if Broly had his tail & was exposed to enough blutz waves than yeah he could go SS4
