im trying to buy breakthroughs, do u have to have EVERY char unlocked, including the saiba man and cell jr. or can u buy them b4 u unlock those two?

From my experience you even have to have those two characters unlocked because I could not get the breakthroughs to show up until after I obtained the two characters.
