Yeah but it works best with lvl 32 Videl, trust me. You can ask other people as well. It worked on my second try.

The break'ins are a little more random than that. And I unlocked Saibamen with Cooler I think or maybe frieza or cell, it wasn't videl.

I unlocked him with Cooler too but you're right this is just a coincidence. It's completely random but it has to do with what level Enemy you are facing.

Speaking of which: I need help desperately unlocking We Gotta Power capsules.
