Protests against research are often slowing me down. Is there any better solution than raising HFOG?

this might have gotten missed in here...
most folks post questions one level up.
anyway, "protests against research" is the only way the sitrep knows how to display research overruns. it's not a real protest. it's just a random research delay.
there is nothing you can do about it, really.
some Leaders prevent overruns, i think, and a better Research stat for your race helps, if i remember correctly, but there's nothing you can do intentionally during the game that will make a difference.
also, are you thinking of the Opressometer?
the Heavy Foot of Government is something which you do not control, which represents the inefficiencies of a large government.
the bigger your empire gets, the more your HFOG will build up, and it makes things like production and taxes and such less effective, makes there be more waste.
you can bring HFOG down by getting the right Techs, and that's the only way to change it (other than it growing as your empire does).

not anymore.
it did at the release, but they took it out, to avoid abuse.
