Failed to create direct x

After instalation when double clicking the driver 3 shortcut I get the message :
Failed to create direct x
please ensure latest direct x runtime is instaled

I have Pentium 4 3,2 Gh
Win wp pro with SP2
Ati randeon 9800 pro.


I can not even reinstal windows.
I instaled sp2 again but nothing.
instaled direct x 9.0c nothing

Also used direct uninstaler and noticed it does not upgrate to 9c from 8.1 version, although the instalation says it has updated. I instaled SP2 again and the version is direct x 9.0b. I can not upgrade it to 9.0c. The message is that it has been successfuly updated but the version remains 9.0b

I guess the service pack is the problem.
Any help?

No, the service pack isn't the problem. If you use Google, you might be able to find a manual patch. Those usually work for sure, you'll just have to put the files in their places yourself.
