so here is Neptune's grotto, a smal pool for my small park atlantis entry

As you can see its a little underground, but not that much. My problem is I can't build overtop of it.

I plugged the roof with soaked turf. Its not that far underground so I can't figure out what the problem is. Oh, and is there anyway to change the grould textures at dif depths, ie, a dif ground texture (tile) around the pool and reg grass or sand on the ground level texture?
