Do you want to know how to create the graphic for the custom billboard?
-You use Paint, Photoshop, or any other program, make the image, and save it anywhere (desktop, my images). It can be as simple as a white background that says "Im Constipated" or it can be as advanced as you want it!

Do you want to know where to find the custom billboards in game?
-I believe there is a patch for the regular RCT3 Vanilla that puts them in there, but Im 100% sure they're included with wild. If you go under scenery, theres a little button that opens up a browser window to navigate to your image, and will let you select the size.

Do you want to know how to do one as in CUSTOM SCENERY using alpha maps and such?
-I dont know how to, but please be more specific and someone will answer your question
