need help!

every time i run unreal GOTY, it resizes the screen like its supposed to, but wont precahe and run the video nor will it go to the main screen. it just stays black and wont go. and ive already tried running it in safe mode and it does the same thing. and ive un installed and reinstalled it 4 times too. should i reinstall it on a diffrent HD? or is ther an internal problem?

EDIT: it workes in safe mode but it wont work with sound

for a start, cut your user.ini and unrealtournament.ini to the desktop, then restart, if no help, cut them back and try updating your videocard drivers.
