I was able to do something similar with custom scenery and raising the land.

I am talking about a multi-story parking lot. You can't just raise the land, well only on the first floor up to the second but you cant raise it on the second one because you cant raise land on walkways. hmmm, you just gave me an idea, If I just use one whole side maybe I can do a playback ramp for each floor, I will try. As well as the parking spaces, I saw some on one of the packs I forgot lol but anyways...

Just raise the ground on different spots for the ramps. You'd have to do it along the edge of the parking garage though.

Yeah I know you can do it along the side. Yes a parking deck. Ok what I am trying to do here is build a multi-story parking lot, if you have ever seen one they look like this:

It is for my Resort & Hotel I am going to put in. As for the Theme Park I am going to make just a regular parking lot. Just as for the hotel & resort, it just looks way more better.

Yeah but when you do this you cant layer it meaning it only goes up to level two. Then you cant make another ramp there to three. You stuck with two levels
and putting them in different spots it gets way too complicated

Of course you'd have to add all scenery and build around it, but you get the basic idea.

Use shyguy's re-colorable border things. They work just fine.

Use shyguy's mainstreet packs 2 & 3. You can use the sidewalk peice which contours to the terrain to make ramps, by lowering the ground where you want them to be UNDERNEATH the car park and then raising the peices up. Tat way the ramps can be stacked above one another. Then use the sidewalk edge thingys for the white lines.
