Fence Collision help

Does anyone know if there is a way to edit the options.txt to remove collisions on fences or just collision in general? I don't have either expansions, so I can't use the mbrookes (?) cheat.

Are you sure the cheat works only in the expasions? More on options.txt can be found in the tutorials forum.
