I've had a LOT of problems getting the game to work and had to do several things to get it to run. I thought I would share my findings so hopefully other frustrated gamers might find some relief.
After originally installing NWN2 i received the following error:
The application failed to initialize properly (0xc0000034). Click on OK to terminate the application.
I read something about the .NET framework, so I downloaded and installed it from here:

I used the x86 version because my system is a 32-bit XP. If you are using 64-bit, get the x64 version.
After that, the error went away but the game wouldn't start. The flash screen would come up and then just disappear without doing anything else. I then updated my video drives. I use nVidia, so I used the file that came in the set-up folder called 91.47_forceware_winxp2k_english_whql.exe.
After installing the drivers I still had the same problem, but it didn't seem to hang as long before it disappeared.
I use an AMD so I copied a file from the set-up folder to the install directory (C:/Program Files/Atari/Neverwinter Nights 2/ for me) called nwn2main_amdxp.exe. No idea why this wasn't in the directory to begin with but it looks like there are several executables that were not in the install directory. If you aren't using AMD, you might try one of the other ones that aren't in the install directory either.
I ran that exe (nwn2main_amdxp.exe) and the game started right up normally after the activation.
I still can't get the patch, but at least I can get into the game.
