Freeriding?

Could someone give me a rundown on how this works? Basically everytime i see another player in the world, i'm "free-riding" with them? I'm confused :/

If you are not in a single player race, multiplayer race, or instant challenge you are free riding. (Cruising)

well why sometimes i'll instantly see the names of like 5 people and they are in my "freeriding group" but then the next moment, they're gone

The server will keep rolling showing you different people. If you want to keep free-riding with specific people, bring up the players menu (key A or F, don't remember) and with your numeric keypad select or lock them (numeric key 6 I think, keys 2 and 8 to go up and down).
