At 1024x768 with high detail my pc makes around 25-30 fps,is it good for my config or bad?

Pretty decent I would say..... Is it smooth or do you feel choppy? 30FPS is pretty subjective to each persons eye, unlike 60+FPS, @ 30FPS game could look choppy for one and smooth for another.......
I Still think you should've got a bit better FPS with that rig but perhaps i'm wrong....... this game eats up 50% of my dual core and its an E6400, so CPU might be a limiting factor.....
I was amazed when i installed fraps because i tought it runs with 50+ fps.I know that 30fps can be seen,but it runs as smooth as possible.Probably the fraps eats 10 fps too,when it runs,or i don't know

The frame rate isn't nearly as important as consistency. I've seen 30 FPS look perfect and 60 FPS look like crap. What matters is how consistent the rate is and how many frames get dropped in my experience. As far as this game is concerned it seems to fall into the perfect 30 FPS category for me because I was expecting what you were.
Of course, when I first start the game up it runs 300 FPS, drops to 100 after I load a profile, then down to 30-40 when I actually start :)

I think that Fraps uses very little if anything , unless your recording then it uses a lot.

1280X1024 - candy cranked-average 45-70.....peak =120 on road.. lowest (in city) = 38.. looks great to me.....on this rig:
