Ok, so I'm new to the whole custom scenery thing and was hoping some of you seasoned veterans could direct me to the must-have CS packs. I don't have any specific items needed at the moment, just looking for general packs that will provide well-rounded collections of the things you guys use frequently.

All of Shyguy's sets are great. That's one that I use very often. Another great set is JCat's Steelworx; you can make your coasters look much more realistic with a little work. And, my personal favorite set is Hangar 71 by stuk71.

Agree with Steelwork and shyguys. ONe of them that I seem to be using more and more of is Gadget's coaster goodies.

It depends on what you're going to build.
Shy guy's mainstreet packs is very good, steelworx too but i prefer in game walls. (they got better textures and stuff..;))

Vodhin, Shyguy, Iceacts, Belgabor, The_Cook, Jcat, Marnetmar and Aceana. All sets of them are my must-have-recommendations.

It really depends on the type and style of the park you are building. I'd recommend downloading the set's that others have suggested, but don't limit yourself to just those. Once you are comfortable with downloading and installing CS, you should try everything that strikes your fancy. Download it, install it, take a look at it in a blank bench. If you don't like it or don't see a use for it right now you can always move it to a folder outside of the game where you stick saved sets. That's what I do, and if it something I need for a park I just move it back into the game.
Limiting yourself to only a few sets suggested by others is also going to severely limit your options as a park designer.

Yes, the English Version was released about 3 weeks ago.
