is there a program that exports objects from rct3 and puts them into a sketchup file please reply thx

Currently not ... there are just a few programs available to dump the textures and some informations about the in-game objects.

no i would export coaster trains and i could impor them as statick objects

At the end of the day, it would be no more illegal than taking the textures, but also this tool could be used for say 50 items, then there is nothing left in game to be ripped anyway.

The tool would be pointless.
