There's really no way to tell. Fasha had a tail, and so did the rest of the half Saiyans. I'm not sure about pan, but I'm pretty sure about Bula.

Gt has no sense in matters like this but an excuse is that pan was only 1/4 sayan (since gohan , her father was only half sayan) and that bra took more of bulma's 50% than vegeta's 50% (and this theory is supported since she looks a lot hike bulma).

Pan was 1/4 Saiyan.
Goten and Trunks most likely had tails before they were removed. It isn't a random thing... And I don't see why Bulla would be held back when every other half and full Saiyan had a tail (Including Fasha).

See , no that's not true since bra is written with katakana which is used to symbolize english words aka her jp name should = her english one if the dubbers knew what they're doing. Bra...ya know what girls wear...yeah that's her name...just like trunks or bulma (bu ru ma is the way bloomer is pronounced in japan...meaning that exact thing). Many dbz chars have names of underwear...why they'd go dubbing it and ruining it's tradition....good thing i never watch dubs :) .

bulla is a half saiyan but not pan. 1/2 saiyan (gohan) plus 100% human (videl)=1/4 saiyan

Trunks, Goten, and Bra probably did since Gohan did. Pan we have no proof either way, but since 1/16th saiyans still have the ability to go SSJ (Goku Jr. and Vegeta Jr.), I don't see any reason why the gene that caused the tail to grow would be any less likely to transcend multiple half-breedings.
