what do you have to do to unlock all of the tuner shops expecially the american muscle one

From what I remember when I first played, drive past the tuner shop on the road (refer to the small map in the manual), which reveals the icon on your game map, then when you have the right vehicle for that particular shop, drive in and tune up to level 3. Very basic shops, but they increase car performance.
