Though in order of most important to least important:

All Moves: 70% of DBZ fun is derived from the Special Attacks :D!
All Music: This may seem like a lesser thing, but actually music is what will keep the game playable--or even standable. With annoying music, the game will start to seem worse and worse when the right music would've made it last longer than normal.
All Stages: I love to reenact DBZ fights, stages are important for doing that.
All Outfits: The point of this is that we have most of the characters already. An amount of the ones we don't have (GT Vegeta) should just be ALTs in my opinion (all Vegetas and Gokus need to compress into one each...).
All Characters: What-If? characters sohuld also be added, like SSJ Bardock. Henchmen would be fun also.Well, that's it for me.
