He's from the OVA- Plan to Eradicate the Saiyans. It's not a movie- it's a walkthrough to a game done in an anime movie style. It's actually quite good in my opinion.

Hatchiyack is a creation of Dr. Raichi a Tuffle who wants to get revenge on the Saiyans for destroying the Tuffle race and claming planet Plant as their own.

Dr. Raichi even creates ghost's of Cooler, Frieza, Turles and Lord Slug to fight the Z-Warriors.
