how do opening the ovl compiler command line

I know how to write xml file but can't figure how to open the command line
for the ovl compiler if someone please help me.

Read the readme it came with, it does say.

If you don't decide to go back and look, go to start, run, cmd, and then from there, you have to go:

Example:
.../ovlcompiler/ovlcompiler C:/(nameofxml).xml C:/(name of object).common.ovl

Spaces in between.
