Problems with Billboards

I downloaded Yesnt's billboards but it doesn't appear in the game.I've placed them in my style/themed section.I don't have Vista on my laptop,i have Windows XP.
Can someone helps me please?

Scenery > Billboards > Choose Picture > Choose billboard.

Yeah it is in the billboards section in the game, not the scenery section like normal :D

I know.The items don't appear in the billboards section.
