Not sure about that, but only 2 volumes were published in English.
Do you want other "Starter Anime" suggestions?
It would depend on what you like. There are plenty of animes out there to pick from.
Any specific anime genre you prefer?
The main problem with Wolf's Rain, is that it had a "Bad Ending" according to the magazine Anime Insider. I did not really watch the show when it aired on Cartoon Network, so I can't really comment about whether that is true or not.

Wolf's Rain was one of my favorite animes when it was being shown on satellite tv. I have never read any manga, so I can't say what it has, but anime wise it was great.
I highly recommend it.

Watch. Last. Exile.
Really, if you watch any show this month, please make It that one. It's a incredible series.

Last Exile is a good anime. It actually got to be a tear jerker towards the end for me. Not many animes are that epic. :D
You will find a lot to like about Last Exile. I think for me what drew me in to it was the very kicking opening song. Its the best I have ever heard in an anime.
The opening was also great for moving animation. Great scene selections and it build up the hype for the series.
Wolf's Rain ending song was great and the way it ended each episode was quite simple, yet powerful.

Since One Piece changed the dub cast, I would say that you won't find any DVDs at Walmart (most likely they will only have Naruto, DBZ, and maybe a few other anime titles), if you want good selection try Best Buy.
You probably would have to wait a couple of years before they re-release an un-cut version of One Piece on DVD. Most likely in sets similar to the DBZ season sets. Note: this show is really long, like over 200+ episodes at least.
Pretty much every show they showed on Cartoon Network in the past could be a "Starter Anime" since they don't really get to many off-the-wall shows.
Note: some of these shows might be hard to find at a retail store. Also most of them are no longer shown on Cartoon Network.
Trigun-Awesome, but the manga is even better. No boxed set yet.
Tenchi-Funny, the first Harem anime I ever saw (Harem has lots of girls going after 1 guy). There is a boxed sets of the series, but good luck finding the first 2 parts for less than $99. The rest of the series (Universe, Tokyo, GXP, Ryo-Ohki, and the 3 movies) are availible for $30-40 each.
Gundam (lots of series)-Great giant robot action, drama, and even some romance. Not really any boxed sets that I know of.
Case Closed-Really interesting, if you are into solving mysteries. Only problem is that the show is over 400 episodes long. Good luck finding much in a retail store, you probably would have to order it somewhere.
Outlaw Star-Really good show, the ending was a bit of a let down. There is a boxed set of the show for $40 now.
Cowboy Bebop-Awesome show, awesome music, awesome everything! This show will be a boxed set in the very near future.
Big O-Another awesome Giant Robot show, sort of feels like Batman meets Giant Robo. Also on DVD for only $40 each season (there were 2).
Witch Hunter Robin-Did not watch that much of it, but from what I saw, looked really cool and interesting. Boxed set is about $70.
Of course the latest shows like Bleach (which is going to be over 200+ episodes long). Death Note, Blood+, and others are just now getting DVD releases in the US.

I'm not certian what you mean by "starter anime" (Just a note: "Anime" is singular and plural) but I very much agree with EricDent's list. There are some very good anime in that list, I must say. One of my personal favorites (albeit not my first) was Saiyuki. A bit on the... Eh, I can't say the word on a family site. I found it fun, however.

One Piece is over 300 episodes.
For now, I'd recommend FullMetal Alchemist. Witch Hunter Robin was pretty good, but the first 12 episodes were insanely boring. After that though, it does get a lot better.

Slight correction on the Gundam boxed set thing, that Tim might want to get...
Gundam Wing boxed set of the first half of the show for $39.99 Bandai Legends Series!
Also Gundam Seed boxed set part 1 as well.
Here's hoping that the original series gets one of these cool sets.
Speaking of cool, Cowboy Bebop Remix set comes out Feb. 5th!
Also there were some other shows on the Cartoon Network in the past.
Lupin The Third: Kind of an older show (think '70s), not sure just how long it is, but it did have at least 13 movies, just like DBZ.
Dragon Ball Z: If you like really long drawn out fights, with an occasional bit of comic relief, plus loads of power-ups this show is for you. Be aware that it is a long show with about 200+ episodes.
Blue Gender: Sort of an anime version of Starship Troopers with mechs thrown in (at least from what I saw).
of course then there are the shows they are/were showing on other channels like Sci-Fi Channel, G4, Fuse, and Colours.

OK if you say that shows with over 200 episodes are starter anime.
In all seriousness a really good couple of them are: Note: most of them are movies or short OVA series, with the exception of Azumanga Daioh which anybody should get a kick out of.
Azumanga Daioh
Kiki's Delivery Service
My Neighbor Totoro
Akira
Ninja Scroll
Lupin the Third: Castle of Cagliostro

Code Geass, Death Note, Azumanga Daioh, Lucky Star, Full Metal Alchemist, Hellsing, Gantz, Vandread, S.Cry.Ed, Blood+ and Basilisk are the best ones I have seen, including others that I don't recall the names because they were in Japanese.
