Making Custom Scenery

i want to start making my own custom scenery but i have no idea how to. If someone could tell me all the details (like what program i need, how much it costs, basic info on how to use it) i would really appreciate it. THANK YOU

Probably start using Google Sketchup when making custom scenery. Here's a link on how to get started. It provides lots of details when you're starting to make cs.

Oh one more thing: when downloading all the different programs and files when getting started, some of the links are dead. You'll have to look up the following: "Sketchup ASE Exporter" and "Supplementary script for RCT3."
