There is no rule that says an object can't go over 500 polys...BUT - remember that each and every piece of scenery adds to the resources it takes to play the game, and eventually that effects lag. Some people get it sooner than others, so I'd suggest when making CS you should ask yourself some questions:
Will this be used more than once in a park? (remember that every time you place one that's ANOTHER 560 polys that the game has to render...it's easier to place one 560 face rock than 2 dozen 560 face light poles))
What size it it? (An item with 560 polys that's sized 4 tiles by 3 tiles is a lot different than one sized 1/4 tile by 1/4 tile!
Have you reduced as many faces as you can while maintaining a good looking object? (letting the texture do the work makes a huge difference)
Can you help people decide? (If it's much over 500 faces have you considered labeling it so that people are aware of the size and can make their own decisions as to whether to place it? I label pretty much anything over 500 faces as HIGH POLY as part of the objects name. Some items just require more than 500 faces, but people need to be told that I think.)
I'm sure others can come up with more ideas.

560 itsn't quite a problem, but you need to try to get under 500,
but 560 ,you can just import that .

Wabigbear, that's a good post, I might bookmark that one for when people ask about polys.

That's not bad at all for a cs object, the first Test Seat I made today had over 5000 polys.

560 polys isn't much of a problem.
It's not like you're going to put a forest of news studios.:p

The most important point is this one, it shadows all others:
Have you reduced as many faces as you can while maintaining a good looking object? (letting the texture do the work makes a huge difference)
For example, if you make a cube 12x12 squares big which people will only place once, 13 faces is still one too much (or even three too much if it's supposed to be placed on the ground).
The exception is when you can significantly reduce the size of a texture for the cost of only a very few faces, then it can be acceptable.

I didn't mean to say that 560 is too much, in some cases it can be just right. "Too much" depends entirely on the object in question.
In fact I'm very much against making your object look crappy just to hit a certain face count.
On the other hand there are only a very few (special) objects that have only one LOD in the game, so almost all original ones scale the face count depending on the distance they're viewed at.
So if you have a very detailed object, think about creating some lower detaild LODs to be used at distances nobody will notice said details anyways.
