Custom SCenery is not supported by Atari, so you'll need to look in the Custom Scenery forums section for help. At the top of that page is a stickied thread, it contains liknks to tutorials and information needed. You need to read those to get the information you need.

It depends what program you are using to make the model. You need the Rct3 importer which you can find around the Custom scenery forums. Once the file is able to be used in the importer you follow a tutorial on how to do it. Belabor and Surfingos/z? made some tutorials.
