Can you use custom scenery in custom scenerio/scenerio editor?

I once heard someone tell me that custom scenery doesnt work in custom scenerios and only in sand box mode is that true?
I'm really new to this custom scenery stuff so im still getting the hang of it.

You need to have the sets installed, then you can select them in the list of scenery to make them available or to be developed, etc... The players of the scenario need to have the sets pre-installed, though, so they're ready to either be available or developed... (I think that if they set to develop but the set isn't installed, the game crashes on startup- not so for available)
