I was go to make full CS set for Santa Workshop and I was go make different object to look like bunch Elf's working on toys .
Would this be somthing hard to do as real animaton or would better do texture animation .

Everything you could fake with a texture animation is probably now better and easier done with 3D animation.

depends how you animate: if you have no experience with blender, It'll be pretty hard, but if you do have experience, go for it! ;)

I was talking about animation that could be faked with texture animation, and those usually can be coded easily by hand (or probably with the new animation utility).

No, quite the opposite.
1. Texture animation is for animating textures, ie simulations of TV screens, moving lights (like often on flat rides).
2. 3D animation is for moving parts of geometry.
With some tricks, you can use 1. and make it look like 2.
This was necessary as long as 2. was not possible.
Since 2. is now possible, does tricks are harder than doing 2. in the first place.
tycoon4life said that Blender is hard, but for simple animations (which were possible doing the 1. looks like 2. trick) that is not necessary, they can be coded by hand.
