I am having the same problems with the X-Fi card too. In my case, I was suspecting that my Power Supply is inadequate to run the sound card and the graphics card together. I use a 425 Watt power supply unit.
The reason I say that is because contemporary PC's will drop power to a particular system device if that device is causing power over-usage. So, instead of your entire system powering down, the PC ceases sending power and using a more "trivial" device, in order to maintain power output to more fundamental/important system gear (i.e. motherboard, hard drive, memory, keyboard, mouse, etc.).
If you think that your system has more than enough power, then disregard my observation. I don't have all the resources necessary to trouble shoot perfectly....but I hope that the problem is not Power Supply deficiency.

If you can get into "safe mode" from the POST, then you should be able to disable the X-Fi card from the "Device manager" in Windows Control Panel.
Or, more simply, take the sound card out and power up the PC afterward. If you can get into your Desktop, then one part of the problem is solved.
It might be the case that you didn't install the X-Fi card correctly. If your PC starts up just fine without the X-Fi card in the PCI slot, then try reinstalling the X-Fi card and make sure you are lining it up correctly. Then restart your machine and see if there's any problems.
If there's still a problem, then you might consider contacting Creative labs and explaining that you think that you might have a defective X-Fi card. They will probably ask you about the issues the card is having and take you through some steps that might help. If that fails, you have a warranty for at least 90 days. It might be more. But don't sit on this. If you have a defective card, take advantage of the warranty while you can.
Hope this helps.
Oh, check the user forums at Nvidia and Creative Labs to see if anybody else is having these problems. You might be able to get it resolved there.
