Importer won't start

Whenever I click on the icon, I get a message that says "This application has failed to start because mingwm10.dll was not found. Re-installing the application may fix this problem."

I've re-downloaded it once, but it doesn't help. Does anyone know what the problem is?

you must google for the mingwm10.ddl it comes up in the first 5 on google.
