I have one question: Namely:
Is there a tool in SketchUp displays a track? So I can build cars and knows exactly where the wheels have?

As for the tool with the wall only as a rail

There is track's to build by for Scale purpose only, use Azander's coaster track's/ or Spacmtnman's sketchup plugin's. If you get the both of them, you will most likely come up with more of a selection.
