Insuffcient Rights?

So I dl Nuclearfish's Particle effects and they didn't work. But now anything that has an effect like a fountain or anything says it has insufficient rights, and can;t open it or something.

Can anyone help me

You have to install the particle effects that came with the pack. When you unzip the file, open the folder and find the folder called 'FRW Files'. Open that and you should find six .frw files. Copy and paste these six files into "<wherever you installed rct3>\Atari\RollerCoaster Tycoon 3\ParticleEffects". Hope this helped ;)
