Lets assume i have a mid-developed frontier with a Military DEA. I want this planet to build scanner upgrade for the DEA, instead its building Hydroponic farms or something. Is there any way to give priority to certain DEA enhancements ?

Secondly, why will some planets in a system not offer the chance to construct a mob-center ? Are there any requirements for constructing a mob-center, apart from being restricted to having only one per system ?

You can change this through your dev plans. Unfortunately, they effect all your planets and are slow to react.
There is also a way to mod dea upgrades so they are built in the military or planetary build queue.
It involves changing some things in techtables.txt but I don't remember what exactly is involved.

Mob centers can only be built on the first planet colonized in a system OR the planet with a system seat of government.
If you change the system seat to another planet you will loose the mob center. (I think)

Mob Centres can only be built on the planet with the system seat, if you move the seat, you lose the mob centre.

The system seat is temporarily assigned to the first planet you colonise or capture in each system, until it's built via the PBQ either automatically by the ROY or manually.

Note that system seats can only be built on planets with Gov DEAs, so sometimes the ROY will build the seat on the first planet to get a Gov DEA in each system, which will knock out your Mob Centre.

For the other question, you can create a player-defined classification for the planet, and then set a Dev Plan to Military-Military-Military (or Defense, or Morale surprisingly but that will upgrade the Mil DEA with other things as well as scanners)

iirc you have a number drop downs in the Dev Plan, there are 3 for users define. They are just like one you may have for Core or Red planets. You then add in the three values. Well you can just out in one or two if you want.

Yeah, it's the classification box on the planet screen, select one of the Player Defined classifications there for that planet, then on the Dev Plan screen you can customise it by selecting your Classification rather than "All Planets" or "Core" or "Starving" or any of the pre-existing ones, then select the Primary\Secondary\Tertiary in the next drop-down and "Military" or "Morale" in the third, then add that entry to your defined plans.
