Open boarder

What does it do?

Its just like the story of the grasshopper and the octopus. All year long the grasshopper kept burying acorns for the winter, while the octopus mooched off his girlfriend and watched TV. But then the winter came, and the grasshopper died, and the octopus ate all his acorns. And also he got a racecar. Is any of this getting through to you?

Both nations that sign it will be able to go into the others land, its like letting someone use your "roads" and you get to use their's

actually, no, you are wrong... open boarder increases the amount of money you get from trade agreements.

Allegedly, an Open Border Agreement gives a 30% bonus on your trade with the other empire. Which would make sense.

Also, seems to make spy insertion into each others' empires easier. Which would be a nice counter-result to the trade boost.

A Non-Aggression Pact will allow you to travel through their systems without fighting, and also allow your freighters to ship food and minerals to and from planets of yours separated by his systems. Of course, any isolated colonies could be in resource trouble if he cancels the NAP.

Some races won't attack you, as long as you don't attack them.

Harvesters will always attack.

But if you have some treaties and good relations, they won't attack you unless you attack them.
