Problems with Horizons

ok I dont know what to do..I cant play the beta. this is what i get what I click release when I try to add character:
First thing that pops up is...

Horizons Update -- Applying patch for version 4.12.18[100%]
If Internet Explorer crashes while you are patching, please try again. Sorry for the inconvenience!
Downloading update information... (10140 bytes)
the bar is completely filled up blue and then..

that window disapears and this one comes up....

launcher
Error: AutoRTPatch returned the error: Could not locate any RTPatch DLL for download, or on the target machine
"OK"
then I click ok and it goes away and im sitting at a empty Horizons webpage

I have run the patcher manualy, it launched but that doesnt fix the problem when I try to create a character...I still get thoes two pop-ups , I tried using Mozilla browser and its not supported.

I dont know what to do. Please help me out someone there has got to be a way to run Horizons on my PC.
