Changing Fleet Composition

Just dusted the game off after several months (so far, so good). I'm playing v.1.2.5. Can't figure out how to do a couple of things with fleets:
1) How do you combine ships already in orbit? Example, a two-ship flotilla (or whatever it's called) and several single ships, all in orbit around one planet. How do you get them all together into one fleet?
2) How do you (can you?) scrap old ships that you don't want anymore -- in or out of orbit?

1) The only way to do this is to disband them (then they leave the system they were in and are put into the delay box, unless they were system ships and then you can't disband them, period) and wait for them to come out of the delay box and back into the reserves and you can form up a new fleet with them and the other ships.

2) You can scrap ships from the Shipyards then go to the Fleets tab (I think that is what they are called--the place you build new ships). You will then see a box on the lower right of your screen and one of the options is scrap.
