Use ships that are designated "Reacon" and they should go into the picket slots no problem.

picket ships

when you design a ship, you must pick an appropriate mission type for that design if you want to be able to use it your picket ring. the mission types include long range attack, indirect fire, point defense, etc. only ships designed with mission type "reconnaissance" are allowed in the picket ring.

the ship's mission type is not to be confused with the task force's mission type in the above.
