new scenery importer version is out

http://users.tpgi.com.au/adsloptd/rct3imp121.zip
Corrects a bug to do with loading alpha textures and adds a (very familiar) icon for the app (the windows default one sucks)

</me hopes that putting this together at 1am wasnt a mistake>

You would need all the original ASE meshes, bitmap textures, and PNG icon texture. These do not come with the downloaded packs, the scenery creator uses them to build the files within the pack (OVL files).

So, only somebody with the original files can repack the scenery. You may want to contact authors or post in their threads to see if they are updating their work (not all sets need it) or to offer to do the repacking for them.
