From what I understand, all it is is the addition of a few alternate costumes for their respecting characters:

King Piccolo
Frieza in his hovercraft
Bulma (as Videl)
Goku with a Halo
"Super" Trunks (I guess he has different armor or something.)

I have videos of Goku with a Halo and King Piccolo doing ultimate moves if you would like to see them. Just let me know.

I know there are screenshots out there of the others, but I'm too tired to dig up the site right now. (I'm sure the site is in French.)

It has already been released.

It was released on the same day as Budokai 3, but there was only a limited number of releases and I think the price was $200. It's not being sold anymore, but I'm sure a person could find it on Ebay.

I know I will have to use a translator lol, or I will just go through the game, you don't need to know japaneese to play it its the same thing as the US version with other charcters ect, I just won't know what caps to set lol.

i have the colecters edition and there is no king vegeta.king piccolo or bulma.all it has is a broly chibi and a dvd with a interview and comercial about dbz b3 and it has a special box.

As for Bulma, Frieza in his hovercraft thing and Trunks, well, I can't find that French site, but I did find this for Bulma:

Considering that the voices are in Japanese in the videos and that the screenshot of Bulma is in Japanese, it's obvious that these alternate costumes are in the Japanese version. So, to be honest, I'm not sure what the collector's edition actually contains. I did find a torrent for the PAL European version of the Collectors Edition though (NOT SHARING, DON'T ASK!) and I downloaded it, but I don't have a PS2, or Swap Magic or the experience of burning PS2 games, so it will be a very very long time before I really know what's on it. (Unless they release the Collector's Edition as the Gamecube port. Wouldn't that bite for Playstation 2 owners that don't have a Gamecube? )

yeah, the collectors edition doesnt contain anything extra in game, the collectors edition had a special box, a dvd with the making of the game in it, or some crap, i havent watched it for a year, and a broly chibi toy, which i love with all my heart but what you are all looking at and hearing about IS the japanese version of the game, its the same story as with budokai 2 where the jap release had an entire extra level with like 4-5 extra players and like 10 extra skins. basically the japs have had the series for longer so atari gives them the extra **** every time cause us n00bs wouldnt be able to handle it all! :P lol anyways problem is solved! good luck with the jap burn there buddy

I didn't know the Japanese version of Budokai 2 had more stuff in it that the American version. Interesting.

Also, what I have is the European version, not the Japanese version. I think since the show is played unedited in the countries over there, the European release probably kept everything intact. I think the reasoning behind taking out some of the stuff here in America is because it wasn't seen as much. And then I have theories why the others were taken out.

Not seen as much:

What I can see them taking out is Frieza in his hovercraft since the first 68 episodes had been butchered down to 53 and since those 53/68 weren't as widespread on DVD or watched in America as the rest of the episodes. The point is that during those episodes, Frieza rode around in his hovercraft while his henchmen did his dirty work. So a lot of people would be like "What the hell is Frieza doing in that thing?"

King Piccolo - Dragonball isn't as popular here as it should be, so a lot of people would not have recognized him. (Which is sad. DB>DBZ)

Theories:

Bulma - As Videl's alternate costume, this would have confused some people. (The "OMG!! u cn play w/bulma lol!!!11" type of people.) I can see where most of us would keep the two straight, but let's face it, America doesn't exactly stack up to the rest of the world in terms of IQ. (Look who got re-elected back into office. Suprise suprise.)

Super Trunks wearing Saiyan Armor - I guess they took this out simply because he never wore it in the series. Which is pretty weak.

Goku with Halo - This is pushing it, but I guess to stop the religious zealots from getting worked up of bringing people back from the dead? After all, I noticed that in the Budokai games, they call Mr. Satan "Hercule" as opposed to "Mr. Satan." After all, everybody natively speaks English knows who Satan is, but not everybody knows who Mr. Satan is. I can see why Atari, when localizing the game, decided to change his name to keep the un-DBZ-informed numbskull relgious zealots from going ape**** on them. (I'm sorry, but I really don't like those people. )

THEN AGAIN, the only reason they would do that is if their kids were playing it. And if their kids are playing it, they've already seen the show with those elements in it, which means their parents don't know what their kids watch. If they did, they wouldn't let them watch DBZ, so it would never happen in the first place.

At any rate, those are my theories on why those particular elements got removed.

And to support the 'not seen as much' idea, didn't a few characters (one being Janemba) get removed from Budokai 2 or 3 because they are in some later un-localized DBZ movies?
